State Police Arrests Subject for Driving While Under the Influence of Alcohol with Two Children in the Vehicle

Colonel Steven G. O’Donnell, Superintendent, of the Rhode Island State Police and Commissioner of Public Safety, announces that on March 19, 2014 at 11:57 p.m., members of the Lincoln Woods Barracks investigated a motor vehicle accident on Route 95 south in the City of Pawtucket. The arrest was the result of a multiple 911 calls to the barracks reporting the accident and its subsequent investigation.

The operator was identified as William E. Burgess, age 26 of 1062 Atwells Ave, Providence, Rhode Island. While interacting with Mr. Burgess, Troopers observed various indicators consistent with intoxication. Also traveling in the vehicle were two small children, ages four and five. Mr. Burgess was not wearing a seatbelt and it was also noted that the children were in booster seats but that they were not installed correctly.

Mr. Burgess submitted to a series of Standardized Field Sobriety Tests at the scene, which he failed. Mr. Burgess was placed under arrest and transported to the Lincoln Woods Barracks. Mr. Burgess submitted to a Breath Test indicating a Blood Alcohol Content of 0.240% and 0.230%; three times the legal limit.

Mr. Burgess was charged with Driving Under the Influence of Liquor and /or Drugs with a blood alcohol content greater than 0.15%. Mr. Burgess was held overnight pending a morning arraignment in Sixth District Court. Mr. Burgess’s children were transported to Hasbro Children’s Hospital for minor injuries and released to the custody of their mother.
