Rhode Island State Police Promotes 29 to the Ranks of Major, Captain, Lieutenant, Sergeant, and Corporal

Colonel Ann C. Assumpico, Superintendent, of the Rhode Island State Police and Director of Public Safety, announces the following promotions, which take effect on April 2nd:

To the Rank of Major:

Timothy G. Sanzi is a 23-year veteran of the Rhode Island State Police. He holds a Master of Science Degree in Justice Studies and a Bachelor of Science Degree in Criminal Justice from Roger Williams University. He also holds an Associate’s Degree in Business/Law Enforcement from the Community College of Rhode Island and is a graduate of the 245th Session of the FBI National Academy, as well as the 54th Providence Police Training Academy. He served in the Detective Bureau for eleven years and the Uniform Bureau for six years. He has also been assigned as a Uniform Bureau District Commander, Night Executive Officer, and full-time staff member to the Rhode Island State Police Training Academy. Since 2011 he has been assigned to the Department of Public Safety, serving as the DPS Executive Officer since 2015. Prior to joining the Rhode Island State Police, Captain Sanzi served active duty in the United States Marine Corps Infantry Division and is a veteran of the Persian Gulf War.

To the Rank of Captain:

Derek W. Borek is a 23-year veteran of the Rhode Island State Police. He holds a Bachelor of Science Degree in Business Psychology from Genesco State University and a Master of Arts Degree in Administration of Justice from Salve Regina University. He served as a member of the Uniform Bureau at all barracks locations for thirteen years and was assigned to the Rhode Island State Police Training Academy for seven years. He has served as the Commander of the Tactical Team, Commander of the Weapons of Mass Destruction Team, Division Officer Safety Instructor, and Range Officer. He has also been assigned as a Night Executive Officer and Patrol Commander of the Scituate Barracks. His current assignment is Patrol Commander of the Lincoln Woods Barracks.

To the Rank of Lieutenant:

Richard D. Swanson, Jr. is a 23-year veteran of the Rhode Island State Police. He holds a Bachelor of Science Degree in Marketing from Rhode Island College. Sergeant Swanson served sixteen years in the Uniform Bureau, including assignments with the Block Island Detail and as a member of the Dive Team. He also served in the Detective Bureau’s Criminal Identification Unit for five years. Sergeant Swanson’s current assignment is Capital Projects Manager.

Thomas E. Jaques is a 20-year veteran of the Rhode Island State Police. He served thirteen years in the Uniform Bureau at all barracks locations. As a member of the Detective Bureau, he was assigned to the Auto Theft and Insurance Fraud Unit and the Joint Terrorism Task Force. He was an Assistant Range Officer and a member of the Canine Team and the Tactical Team. Prior to joining the Rhode Island State Police, Sergeant Jaques was an Officer with the Smithfield Police Department. He is currently assigned to the Uniform Bureau at the Hope Valley Barracks.

Richard D. Ptaszek is a 20-year veteran of the Rhode Island State Police. He holds a Bachelor of Arts Degree in Administration of Justice from Salve Regina University and a Master of Science Degree in Accounting from Salve Regina University. He served eight years in the Uniform Bureau, and has been assigned to the Detective Bureau for the past twelve years in the Financial Crimes Unit, Fusion Center, and Major Crimes Unit. He is currently assigned to the Gaming Enforcement Unit.

David T. Bassignani is a 20-year veteran of the Rhode Island State Police. He holds a Bachelor of Arts Degree in Sociology and Criminal Justice. He has been a member of the Uniform Bureau throughout his career. He serves in the Marine Unit and is also the Commander of the Tactical Team. Sergeant Bassignani is currently serving as a Night Executive Officer.

Cynthia Trahan is a 20-year veteran of the Rhode Island State Police. She holds a Bachelor of Arts Degree in Political Science from Rhode Island College and a Master of Science Degree in Criminal Justice from Roger Williams University. She served thirteen years in the Uniform Bureau. For the past seven years she has been assigned to the Detective Bureau’s Intelligence Unit, Financial Crimes Unit, and the FBI Safe Streets Task Force. Prior to becoming a sworn member of the Rhode Island State Police, Sergeant Trahan was a civilian staff member assigned to the Criminal Identification Unit. She is currently serving as the Division’s Property Officer.

Laurie Ludovici is a 20-year veteran of the Rhode Island State Police. She holds a Bachelor of Arts Degree in Public Administration from Roger Williams University. She was a member of the Uniform Bureau for thirteen years, and has been assigned to the Planning, Research, and Accreditation Unit for the past seven years. She currently serves as the Unit’s Officer-in-Charge and as the Divis8ion’s Accreditation Manager. Sergeant Ludovici retired from the Rhode Island Army National Guard holding the rank of Major and is a veteran of Operation Iraqi Fr3eedom.

Kenneth D. Jones is a 20-year veteran of the Rhode Island State Police. For fourteen years he was a member of the Uniform Bureau, serving at all barracks locations. He was a staff member at the Rhode Island Municipal Police Training Academy, and for the past six years he has been assigned to the Rhode Island State Police Training Academy. Sergeant Jones has also served on the Tactical Team. Before becoming a member of the Rhode Island State Police, Sergeant Jones served in the United States Marine Corps.

To the Rank of Acting Lieutenant:

Eric M. Yelle is a 20-year veteran of the Rhode Island State Police. He holds a Bachelor of Arts Degree in Political Science from Saint Anselm College and a Master of Science Degree in Criminal Justice from the American International College. He served in the Uniform Bureau for thirteen years. For the past seven years he has served in the Detective Bureau’s Computer Crimes Unit, currently serving as the Unit’s Officer-in-Charge. He is assigned to the Joint Cyber Task Force and is the Internet Crimes Against Children (ICAC) Task Force Commander. He was also a member of the Tactical Team and the Weapons of Mass Destruction Team.

To the Rank of Sergeant:

Stephen N. Vanner is a 23-year veteran of the Rhode Island State Police. He holds a Bachelor of Science Degree in Management from Rhode Island College. He has served in the Uniform Bureau throughout his career at all barracks locations, including an assignment at T.F. Green Airport. Currently, Sergeant Vanner is serving at the Lincoln Woods Barracks.

Jeffrey C. Coleman is a 23-year veteran of the Rhode Island State Police. He holds a Bachelor of Arts Degree in Political Science from the University of Rhode Island. Corporal Coleman has spent most of his career in the Uniform Bureau at all barracks locations. In addition, he was assigned to the Executive Security Unit for nearly three years. He was also a member of the Collision Reconstruction Unit. Prior to joining the Rhode Island State Police, Corporal Coleman was a Patrolman with the North Kingstown Police Department, and he is currently assigned to the Scituate Barracks.

Charles G. LeValley is a 20-year veteran of the Rhode Island State Police. He holds a Bachelor of Science Degree from Roger Williams University. He has spent his entire career in the Uniform Bureau, serving in the Commercial Enforcement Unit as well as all barracks locations. Prior to joining the Rhode Island State Police, Corporal LeValley served in the United States Army Reserve and National Guard and was a Correctional Officer at the Rhode Island Department of Corrections. Corporal LeValley is currently assigned to the Hope Valley Barracks.

Ronald J. Longolucco is a 20-year veteran of the Rhode Island State Police. He holds a Bachelor of Science Degree in Justice and Law Administration from Western Connecticut State University and a Master of Science Degree in Criminal Justice from Roger Williams University. He has spent most of his career in the Uniform Bureau to include patrol, Commercial Enforcement Unit, and a year in the Firearms Training Unit. He also spent twelve years on the Canine Unit and continues to serve as a Range Officer. Prior to joining the Rhode Island State Police, Corporal Longolucco was an Officer in the New London, Connecticut Police Department.

Daniel S. Fleming: Corporal Fleming is a 17-year veteran of the Rhode Island State Police. He holds a Bachelor of Science Degree in Political Science from the University of Massachusetts at Boston. He served in the Uniform Bureau for ten years, and he has been a member of the Detective Bureau for the past seven years serving in the HIDTA/Narcotics Unit and the Drug Enforcement Administration Task Force. Corporal Fleming is currently assigned to the HIDTA Task Force.

Scot G. Baruti is a 17-year veteran of the Rhode Island State Police. He served in the Uniform Bureau for five years. He has been a member of the Detective Bureau for the past twelve years, serving in the Auto Theft and Insurance Fraud Unit, Intelligence Unit, Major Crimes Unit, and the Violent Fugitive Task Force. Corporal Baruti has been a member of the Use of Force/Combatives’ Training Unit for the past thirteen years and is currently the Unit’s Non-Commissioned Officer-in-Charge. He was also a member of the Collision Reconstruction Unit. Prior to joining the Rhode Island State Police, Corporal Baruti was a Police Officer with the Hopkinton Police Department. He is currently assigned to the Major Crimes Unit.

Peter A. Filuminia is a 17-year veteran of the Rhode Island State Police. He holds an Associate in Science Degree in Law Enforcement from the Community College of Rhode Island. As a member of the Uniform Bureau, Corporal Filuminia has served in all barracks locations, including the Block Island Detail. He is also a member of the Canine Unit and Motorcycle Unit. Corporal Filuminia is currently assigned to the Executive Protection Unit.

Damien K. Longo is a 17 -year veteran of the Rhode Island State Police. He holds a Bachelor of Arts Degree in Political Science and Criminal Justice from Stonehill College and a Master of Science Degree in Criminal Justice from Roger Williams University. As a member of the Uniform Bureau, he has served in all barracks locations. For the past five years he has served in the Detective Bureau’s Computer Crimes Unit, where he serves as the Assistant Commander of the Internet Crimes Against Children Task Force and is a member of the Joint Cyber Task Force.

Promoted to the Rank of Acting Sergeant:

Peter J. Cambio is a 17-year veteran of the Rhode Island State Police. He holds a Bachelor of Science Degree in Criminal Justice from Northeastern University. He has been a member of the Uniform Bureau throughout his career, and is currently assigned to the Scituate Barracks as the Prosecution Officer. Corporal Cambio served in the United States Marine Corps Reserve.

To the Rank of Corporal:

Luke R. Brisson is a 17-year veteran of the Rhode Island State Police. He holds an Associate in Science Degree in Criminal Justice from Bristol Community College. He has served in the Uniform Bureau throughout his career, and he is also a member of the Canine Unit. Prior to joining the Rhode Island State Police, Trooper Brisson was a Reserve Officer in the Swansea, Massachusetts Police. He also served six years in the Rhode Island Army National Guard. Trooper Brisson is currently assigned to the Wickford Barracks.

Scott L. Hartwell is a 17-year veteran of the Rhode Island State Police. He holds a Bachelor of Arts Degree in Communications from Stonehill College and a Master of Arts Degree in Criminal Justice from Roger Williams University. He was a member of the Uniform Bureau for thirteen years, and for the past four years has been assigned to the Rhode Island Municipal Police Training Academy. Trooper Hartwell is a member of the Honor Guard and serves as an Emergency Vehicle Operators’ Court (EVOC) Instructor. Prior to joining the Rhode Island State Police, Trooper Hartwell was a Police Office for the Upton, Massachusetts Police Department and a Police Officer for Bridgewater State College in Bridgewater, Massachusetts.

Heather B. Palumbo is a 12-year veteran of the Rhode Island State Police. She holds a Bachelor of Science Degree in Criminal Justice from Roger Williams University and a Master of Science Degree in Criminal Justice from Roger Williams University. She spent seven years in the Uniform Bureau, and for the past five years she has been assigned to the Detective Bureau’s Major Crimes Unit.

Marc A. Alboum is a 12-year veteran of the Rhode Island State Police. He holds a Bachelor of Science Degree in Physical Education and Exercise Science from the University of Rhode Island. He spent seven years as a member of the Uniform Bureau, and for the past five years he has been a member of the Detective Bureau. He served in the Major Crimes Unit, and is currently a member of the HIDTA/Narcotics Unit. Prior to joining the Rhode Island State Police, Detective Alboum was a Police Officer with the South Kingstown Police Department.

Kristopher Lagor is a 12-year veteran of the Rhode Island State Police. He holds a Bachelor of Science Degree in Criminal Justice from Westfield State College, a Master of Science Degree in Administration of Justice from Salve Regina University, and a Master of Public Administration Degree from Brown University in Public Affairs. He has served in the Uniform Bureau throughout his career and is a member of the Tactical Team and an Academy instructor. Prior to joining the Rhode Island State Police, Trooper Lagor served in the United States Army and is a veteran of Operation Iraqi Freedom. He also served as a Trooper with the Connecticut State Police.

Herbert D. Tilson is a 12-year veteran of the Rhode Island State Police. He was a member of the Uniform Bureau for seven years, and is now serving in the Detective Bureau. He was assigned to the HIDTA/Narcotics Unit, and is currently assigned to the Major Crimes Unit. Detective Tilson is also a member of the Honor Guard. Prior to joining the Rhode Island State Police, Trooper Tilson served in the United States Marine Corps.

Franklin T. Navarro is a 12-year veteran of the Rhode Island State Police. He holds a Bachelor of Arts Degree in Political Science from the University of Rhode Island and a Juris Doctor Degree from Suffolk University Law School. He has served in the Uniform Bureau throughout his career and is a Standardized Field Sobriety Test Instructor, Field Training Officer, and a member of the Governor’s Commission on Prejudice and Bias. Trooper Navarro was also a Drug Recognition Expert and a member of the Honor Guard. Prior to joining the Rhode Island State Police, Trooper Navarro was a member of the Rhode Island Department of Attorney General, where he served as a prosecutor in the Narcotics and Organized Crime Unit. Trooper Navarro is currently assigned to the Lincoln Woods Barracks.

William C. Corson is a 12-year veteran of the Rhode Island State Police. He holds a Bachelor of Science Degree in Criminal Justice from Roger Williams University and a Master of Science Degree in Criminal Justice Management from Roger Williams University. He served in the Uniform Bureau for eight years at all barracks to include the Block Island Detail. He was also temporarily assigned to the Governor’s Executive Security Detail, and the for the past four years has been assigned to the Planning, Research, and Accreditation Unit. Trooper Corson is a member of the Honor Guard, Motorcycle Unit, and Collision Reconstruction Unit. He is also a Range Officer. Prior to joining the Rhode Island State Police, Trooper Corson served in the United States Marine Corps and was a Patrol Officer with the Middletown Police Department.

Lawens Fevrier is a 12-year veteran of the Rhode Island State Police. He holds a Bachelor of Science Degree in Criminal Justice from Lasell College. He served as a member of the Uniform Bureau for nine years, and for the past three years has been a member of the Detective Bureau, serving in the Gaming Enforcement Unit. Detective Fevrier has also been a member of the Honor Guard for the past twelve years.

To the Rank of Acting Corporal:

Derek G. Melfi is a 12-year veteran of the Rhode Island State Police. Detective Melfi holds a Bachelor of Science Degree in Criminal Justice from Roger Williams University. He served in the Uniform Bureau for seven years, and for the past five years has been a member of the Detective Bureau, serving in the HIDTA/Narcotics Unit as well as the Bureau of Alcohol, Tobacco, and Firearms Task Force.

Colonel Assumpico stated, “These young men and women come to their leadership positions with a wealth of training, education, and experience. They will be entrusted with mentoring our younger troopers and providing direction for the Division of State Police during the next several years. I am proud of their accomplishments and look forward to continuing to work with them in support of the Rhode Island State Police mission.”

These promotions are a result of the mandatory retirement of the members of the Class of 1992.
