Rhode Island State Police Command Staff Promotions Announced
Colonel Ann C. Assumpico, Acting Superintendent, of the Rhode Island State Police and Acting Commissioner of Public Safety, announces the following Command Staff promotions:
To the Rank of Lieutenant Colonel:
Joseph F. Philbin is a 22-year veteran of the Rhode Island State Police. Lieutenant Colonel Philbin has served in the Lincoln Woods, Hope Valley, and Wickford Barracks. He also served as Night Executive Officer, and Patrol Commander of the Wickford Barracks. His Detective assignments include the Intelligence Unit, Joint Terrorism Task Force, Narcotics/HIDTA Unit, and Major Crimes Unit. His served as Director of Training, and his most recent assignment is Detective Commander. He is also the Officer in Charge of the Motorcycle Unit. Prior to joining the Rhode Island State Police, Lieutenant Colonel Philbin was a Patrolman for the East Greenwich Police Department. He holds a Bachelor of Arts Degree in Sociology from the University of Rhode Island. Lieutenant Colonel Philbin will be serving as the Chief Administrative Officer.
To the Rank of Major:
Dennis B. Fleming is a 22-year veteran of the Rhode Island State Police. Major Fleming served in all barracks locations as a member of the Uniform Bureau. His Detective Bureau assignments include the Intelligence Unit, Auto Theft Unit, and Narcotics/HIDTA Unit. Major Fleming’s last assignment was as the District “A” Commander in the Uniform Bureau. Major Fleming holds a Bachelor of Arts Degree in Criminal Justice from Norwich University, a Master of Science Degree in Criminal Justice from Roger Williams University, and he is a graduate of the 263rd session of the FBI National Academy in Quantico, Virginia. Prior to joining the Rhode Island State Police, he was a caseworker for the Suffolk County, Massachusetts Department of Corrections. Major Fleming will be serving as the Detective Commander.
To the Rank of Captain:
Gerald M. McKinney is a 22-year veteran of the Rhode Island State Police. Captain McKinney’s previous assignments include serving at all barracks as a member of the Uniform Bureau. He was transferred into the Detective Bureau in 1999, where he served in the Financial Crimes Unit, Major Crimes Unit, the Adult Correctional Institution’s State Police Investigative Unit, Computer Crimes Unit, and Officer-in-Charge of the Technology and Communications Unit. He most recently served as the Officer-in-Charge of the Gaming Enforcement Unit and liaison to the Rhode Island Lottery. Prior to joining the Rhode Island State Police, Captain McKinney served in the Rhode Island Army National Guard for 20 years and retired at the rank of Captain. He holds a Bachelor of Arts Degree in Economics from the University of Rhode Island. Captain McKinney will serve as the Assistant Detective Commander, second in charge of the Detective Bureau.
Darnell S. Weaver is a 22-year veteran of the Rhode Island State Police. Captain Weaver served at all barracks as a member of the Uniform Bureau. His previous assignments include Night Executive Officer and Assistant Patrol Commander of both the Hope Valley and Wickford Barracks. He was also a member of the Honor Guard Unit and served as a Field Training Officer. Prior to joining the Rhode Island State Police, Captain Weaver served in the United States Marine Corps. Captain Weaver’s last assignment was as Commandant of the Rhode Island State Police Training Academy. Captain Weaver will now serve as Director of Training for the Rhode Island State Police and the Rhode Island Department of Public Safety. He will be responsible for overseeing the daily operations of the Rhode Island State Police Training Academy and the Rhode Island Municipal Police Training Academy.
“These four members have a combined 88 years of service to the Rhode Island State Police. Their experience and proven leadership skills will be a valuable resource in providing direction for this agency and its members,” stated Colonel Ann Assumpico, Acting Superintendent of the Rhode Island State Police.
These promotions are a result of the retirement of Colonel Steven G. O’Donnell.
