Providence – Colonel Steven G. O’Donnell, Superintendent of the Rhode Island State Police and Commissioner of the Department of Public Safety, Special Agent in Charge Harold H. Shaw of the Boston Division of the Federal Bureau of Investigation, Colonel Hugh T. Clements, Jr. of the Providence Police Department, United States Marshal for the District of Rhode Island Jamie A. Hainsworth and Colonel John S. MacDonald of the Coventry Police Department announce the multi-agency arrest of fugitive Irving L. Fenner, Jr., age 23, of 2506 Blacksburg Road in the town of Grover, North Carolina, as well as three other subjects who are alleged to have assisted him in avoiding apprehension.
During the early morning of Saturday, September 10, 2016, members of the Shelby, North Carolina Police Department responded to the area of 210 Gidney Street, in the City of Shelby, North Carolina in an attempt to locate Irving L. Fenner Jr., age 23, who had outstanding warrants for his arrest for robbery and kidnapping. Officer Timothy Brackeen located Irving L. Fenner at that location and attempted to apprehend him in the backyard area of the residence. A struggle ensued between Officer Brackeen and Fenner, which resulted in an exchange of gun fire. Officer Brackeen sustained a gunshot wound and was transported to Carolinas Healthcare System Cleveland Hospital and then later flown to Carolinas Healthcare System Main in Charlotte, North Carolina. On Monday, September 12, 2016, Officer Brackeen passed away as a
result of his injuries. Irving L. Fenner fled the area on foot and remained at large until his
apprehension earlier this morning. The Shelby Police Department obtained a felony warrant for
Irving L. Fenner for 1st Degree Murder.
Immediately, members of the Shelby Police Department, North Carolina State Bureau of
Investigations and the Federal Bureau of Investigation initiated a nationwide manhunt for
Irving L. Fenner. Information was learned that a person or persons traveled from Rhode Island
to North Carolina on September 11, 2016 and picked up Irving Fenner from an unknown
location in Shelby, North Carolina. It is then alleged that Fenner was transported back to
Rhode Island on September 12, 2016 and was staying at 150 Oxford Street, in the City of
Providence. Members of the Rhode Island State Police Special Weapons and Tactics (SWAT)
Team executed a court authorized search warrant with the assistance of the Providence Police,
Federal Bureau of Investigation/ Safe Streets Task Force, and the Rhode Island State Police/
United States Marshals Violent Fugitive Task Force during the evening of Tuesday, September
13, 2016. Irving Fenner was not located within the residence of 150 Oxford Street, but further
information was cultivated, which led investigators to 304 Tiogue Avenue in the town of
Coventry. At approximately 2:05 AM, members of the Rhode Island State Police, Federal
Bureau of Investigation/ Safe Streets Task Force, Rhode Island State Police/ United States
Marshals Violent Fugitive Task Force and the Coventry Police located Irving L. Fenner at the
residence of 304 Tiogue Avenue, apartment B, in the town of Coventry. He was arrested
without incident and observed to have a gunshot wound in the area of his lower left torso.
Fenner was immediately transported to Rhode Island Hospital, treated and later released.

As a
result of this investigation, the following subjects have been arrested and charged within the
State of Rhode Island:
1. Irving L. FENNER, age 23, of 2506 Blacksburg Road, Grover, North Carolina
 Fugitive from Justice from the State of North Carolina – Felony warrant for 1st
Degree Murder.
2. Jolisa PEELER, age 27 of 150 Oxford Street, apartment #2, Providence, Rhode Island
 Fugitive from Justice from the State of North Carolina – Felony warrant for
Accessory after the Fact.
3. Corry PEELER, age 39 of 304 Tiogue Avenue, apartment B, Coventry, Rhode Island
 Harboring Criminal (felony).
4. Hope WYMAN, age 39 of 304 Tiogue Avenue, apartment B, Coventry, Rhode Island
 Harboring Criminal (felony).
The Federal Bureau of Investigation/ Safe Streets Task Force is comprised of members
from the Federal Bureau of Investigation, Rhode Island State Police, Providence Police, Cranston Police, Woonsocket Police, Central Falls Police and Rhode Island Department of
Corrections.
The Rhode Island State Police/ United State Marshals Violent Fugitive Task Force is
comprised of members from the Rhode Island State Police, United States Marshals Service,
Providence Police, Cranston Police, Portsmouth Police, Middletown Police and Coventry
Police.
