Rhode Island State Police Arrest Three Men for Delivery of Cocaine with Intent to Deliver
Colonel Steven G. O’Donnell, Superintendent of the Rhode Island State Police and Commissioner of Public Safety, announces the arrest of three (3) men on drug distribution charges by the High Intensity Drug Trafficking Area (HIDTA) Task Force.
On March 2, 2015 members of the HIDTA Task Force, the United States Bureau of Immigration and Customs Enforcement-Homeland Security Investigations and The United States Postal Inspection Service conducted a joint investigation that lead to the arrest of the three (3) men and the seizure of a kilogram of cocaine. This arrest originated as a result of an international parcel being intercepted and seized at the United States border and subsequent retrieval at the United States Post office in Providence. The following three men are alleged to have been in possession of a kilogram of cocaine:
- Kley Guerra, age 41, of 74 Stanwood Street, Providence, Rhode Island:
- Manufacture, Possession with intent to deliver (cocaine);
- Possession of a controlled substance (cocaine) 1 oz to 1 kilo; and
- Conspiracy to possess cocaine.
- Jose Guerra, age 26, of 74 Stanwood Street, Providence, Rhode Island:
- Manufacture, Possession with intent to deliver (cocaine);
- Possession of a controlled substance (cocaine) 1 oz to 1 kilo; and
- Conspiracy to possess cocaine.
- Cesar Morales, age 22, of 2 Merrimac Street, North Providence, Rhode Island:
- Manufacture, Possession with intent to deliver (cocaine);
- Possession of a controlled substance (cocaine) 1 oz to 1 kilo; and
- Conspiracy to possess cocaine.
All three men were arraigned at was arraigned at the Sixth Division District Court, Garrahy Judicial Complex, One Dorrance Plaza Providence, Rhode Island before the Honorable Magistrate Joseph I. Ippolitto Jr. and ordered held without bail at the Adult Correctional Institute. A bail review was scheduled for March 13, 2015 in the Sixth District Court.
Any person, who violates this subsection with respect to a controlled substance classified in Schedule I or II, except the substance classified as marijuana, is guilty of a crime, and upon conviction may be imprisoned to a term up to life or fined not more than five hundred thousand dollars ($500,000) nor less than ten thousand dollars ($10,000), or both.
The HIDTA Task Force is managed by the Rhode Island State Police and comprised of members from Providence Police, Pawtucket Police, Johnston Police, Central Falls Police, North Providence Police, West Warwick Police, United States Bureau of Alcohol, Tobacco and Firearms (ATF), United States Drug Enforcement Administration (DEA), and the United States Bureau of Immigration and Customs Enforcement-Homeland Security Investigations.
